KEY JOB ACCOUNTABILITIES & RESPONSIBILITIES:

Government and Institutional Relations

  • Manage the company’s relations with all levels of government including local governments, as well as all regulatory bodies in the oil and gas sector with a view to attaining a positive corporate image.
  • Oversee the coordination of government relations engagements and implement plans and strategies that ensure cordial relationship with relevant government institutions.
  • Review government policies and legislations as it affects company operations and develop and implement strategies to deal with such policies or legislations.
  • Advise on the economic and political landscape and make recommendations to guide company decisions.
  • Drive the building of linkages with relevant government agencies to safeguard the company pipeline system from all forms of encroachments and specifically from harmful activities on the part of community members and the public at large.
  • Advise WAPCo on local business associations and institutions WAPCo should join.
  • Represent WAPCo on business association meetings.
  • Coordinate meeting planning and logistics for WAPCo’s participation in business meetings.

Community Relations

  • Build and maintain effective working relationships with host communities in and build positive relationships through proactive professional interactions with community leaders, groups and traditional authorities
  • Responsible for ideating and managing campaigns, initiatives and projects, that benefit and grow community connections and partnerships
  • Maintain a comprehensive understanding of community issues and concerns; be the focal point between WAPCo and host communities.
  • Manage issues where there is real or potential conflict between Company and community interests and coordinate Company's decision-making process on controversial community issues
  • Keep community members informed of Company work practices, business decisions, and programs which impact communities and build trust by responding to community requests and concerns with urgency.
  • Coordinate all Right of way (RoW) and pipeline safety and awareness programs through different forms of engagements and initiatives.
  • Identify early warning signals and investigate all occurrences that have the possibility of causing community outrage against WAPCo and implement appropriate and approved response mechanisms.

Community Development

  • Support the implementation of a WAPCo’s Livelihood Support Program and manage intervention programs according to budgets and schedules
  • Take specific responsibility for the coordination of the Skills Acquisition and Scholarship Programs
  • Support the External Relations Manager in the formulation/review of WAPCo’s Community Relations Strategic Plan and drive the implementation of WAPCo’s community development program
  • In coordination with Contracts and Procurement, drive the preparation, pre-award and contract award documentation for social intervention programs
  • Handle the monitoring, evaluation and reporting on Community Development Projects
  • Support the preparation and implementation CSR plan and the development of sustainability report
  • Develop appropriate data collection and analysis tools for reporting on the performance of CSR programs.
  • Select and utilize methods & tools to measure CSR impact

Educational and Working Experience

A first Degree in any of the Social Sciences, Natural Sciences, Planning, Mass Communication; Journalism, Public Policy, International Development with a minimum of three (3) years relevant work experience. Proficiency in English, with strong verbal and written communication is required. A master’s degree in any discipline and certified membership in Corporate Social Responsibility would be an advantage.

Knowledge:

Demonstrated writing skills to produce wide range of documents and deliverables

  • Experience communicating effectively and professionally and working with a variety of internal and external partners, including community and government representatives
  • Strong organizational skills to successfully work on and track complex programs involving short deadlines and multiple tasks, in coordination with multiple teams to achieve program/project mission and goals
  • Working knowledge of program/project development, evaluation, creating datasets, reporting, research principles, procedures and policies
  • Ability to work independently and also have interpersonal skills to work with teams
  • Knowledge of community mobilization, public participation and community development principles.
